世博会控详规划力求遵循总体规划的规划原则和总体布局，充分考虑与办博招展需求的有效衔接，同时参考吸取历届世博会尤其是日本爱知世博会的办博经验，强调园区中国特色、上海特点和浦江特征，着重对世博会规划区的建筑建造、综合交通、市政设施等方面提出规划控制要求，以指导世博会规划区的合理开发建设。

 

The EXPO overall layout and the planning rules were followed when the total programmes were designed. The merchandizing needs of the EXPO were fully taken into consideration, meanwhile, the experience from the post EXPOs, esp. from Aichi Expo in Japan were referred and assimilated. Moreover, the characteristics of China, stamp of Shanghai and the nature of Huangpu River had been reinforced in the EXPO zone. The planning and control requirements were raised up with the emphasis on the building constructions, the municipal public facilities and integrative transportations, to instruct the rational developments and constructions of the EXPO zone.

 

基于世博会项目的特殊要求，整个规划主要从以下五大原则方面进行控制：整体控制原则、专业控制原则、分类控制原则、弹性控制原则、适度控制原则。

 

Based on the special requirements of the EXPO project, the overall planning was mainly controlled by following the 5 rules: overall control principle, professional control principle, categorization control principle, flexibility control principle and moderation control principle.

 

希望通过我们的规划控制，明确世博会规划区土地使用、综合交通以及市政设施、环境容量等方面的技术依据和控制措施，提供各个世博参展单位的建设所需设计条件，起到统筹规划区合理开发建设、提供项目实施和管理的依据的作用，是政府管理园区规划建设、运营管理的依据，也是参展单位进行场地规划、建筑设计、建造和运营的依据。

世博会城市设计承接总体规划、控详规划的成果，通过规划调整、方案深化、细部设计优化与亮点设计，实现园区规划与园区建设、招展、招商工作相衔接，同时为即将开展的重点建筑与景观的设计招标工作、各场馆参展指南的编制工作提供专业性的技术支撑，起到承上启下的作用。 

规划措施: 城市设计在总体规划上针对围栏区位置、展馆功能布局做了深化研究及调整；同时在专项规划上对园区的交通组织、人流分布、高架平台及广场体系、配套服务设施、市政设施、 地下空间、竖向系统等都作了详细的研究，为园区的下一步招商招展、规划建设提出了合理的规划方案及应对措施。

 

城市设计最终目的：与总体规划、控详规划和专业规划紧密衔接，以完成规划阶段与建筑、景观等设计阶段之间的顺利衔接过渡，为建筑、景观、场地的方案设计提供设计任务书的设计导则。

通过合理的设计，提供世博会参展指南建设方面的专业技术支撑文件；便于各参展国和国际组织在场地和场馆的选择、设计和建设上实现各自的目标。
